Russian President Vladimir Putin has signed a decree "On the introduction of special economic policies in connection with the unfriendly actions of Ukraine against citizens and legal entities of the Russian Federation". This is stated on the Kremlin's website.

It notes that sanctions are being imposed "in response to the unfriendly actions of Ukraine, contradictory to international law, related to the introduction of restrictive measures against citizens and legal entities of the Russian Federation in order to protect national interests of the Russian Federation".

The government of the Russian Federation is instructed to "determine the lists of individuals and legal entities in respect of whom special economic policies are applied", as well as these policies themselves.
