The Cabinet of Ministers of Ukraine has approved the Strategy for State Policy on Internal Displacement through 2030, developed by the Ministry of Social Policy. The document is intended to establish a unified state approach to supporting internally displaced persons (IDPs) and the communities hosting them, according to the Government Portal.

The Strategy was developed with the participation of IDP Councils, civil society organizations, and international partners. During consultations, the needs and challenges faced by displaced persons were taken into account.

"Previously, Ukraine did not have a unified support pathway for internally displaced persons—individual decisions helped address specific needs but were not integrated into a comprehensive system. The Strategy through 2030 defines such a pathway for the first time: from the moment of displacement to integration into a community or voluntary return home," said Minister of Social Policy, Family and Unity Denys Uliutin.

The document provides for comprehensive support for IDPs at all stages—from evacuation and adaptation to integration into new communities or safe return home. The primary focus is on restoring people's self-sufficiency and taking their individual needs into account.

Among the key areas of the Strategy are strengthening coordination of state policy regarding IDPs, supporting the integration of displaced persons into communities, providing targeted assistance, and creating conditions for safe return.

A coordination platform involving government authorities, civil society organizations, and international organizations is also planned. It is intended to serve as a venue for jointly resolving problematic issues and improving legislation related to internal displacement.

A separate focus will be the launch of a unified digital support platform for IDPs. Through it, displaced persons will be able to access necessary information and services, while the state will be able to more efficiently take into account their needs and feedback.

In addition, the Strategy provides for strengthening the work of multidisciplinary teams in transit centers, developing housing programs, promoting employment and economic self-sufficiency for displaced persons, and creating personalized support pathways for IDPs and their families.

The Ministry of Social Policy stated that it will separately inform the public about the key stages of the Strategy's implementation and new support tools for internally displaced persons.
