Ramzan Kadyrov, the head of Chechnya, stated that to prevent mass unauthorized actions, law enforcement officers should, among other measures, shoot to kill those who do not respond to warning shots. He made this statement during a meeting in the "government of the republic", as reported by Meduza.

"If there's at least one person among participating in unauthorized disorder, detain and arrest them. Or fire three warning shots into the air, and after that, if the person does not comply with the law’s demand — make the fourth shot to the head. Nobody else will protest. That's my order", - Kadyrov said.
