The Russian party of the talks in Minsk states that hopes for a breakthrough in preparations for the summit of the Normandy Four countries did not materialize. This was reported by RF envoy in the contact group Boris Gryzlov, - TASS reports.
According to him, "the main outcome of the meeting: representatives of Kyiv refused to sign "Steinmeier formula", that is, they refused to agree on the procedure for legal and actual consolidation of the special status of Donbass".
"This is the same document that was already agreed on September 11 by political advisers to the leaders of the Normandy Four countries and proposed to the contact group for signing", - he added.
"Thus, Kyiv also thwarted the adoption of decision on the disengagement of forces in Petrovske and Zolote, since security issues should be synchronized with political issues", - Gryzlov continued. - That is, both issues should have been resolved at the same time during one meeting. The order of the Normandy format contained at the same time items on politics and security".
"By such actions, Kyiv endangered the Normandy Four summit, since the condition for the summit was a successful outcome in these two areas", - the Russian representative said.
At the same time, Darka Olifer, press secretary of the representative of Ukraine at the talks Leonid Kuchma, reported that the Ukrainian delegation set 6 conditions for the implementation of the so-called "Steinmeier formula" at the September 18 negotiations in Minsk.
"The representative of Ukraine in the TCG noted that the Ukrainian party has no fundamental objections to the essence of the so-called Steinmeier formula for local elections. However, the implementation of this formula is possible only if the following points are met: a complete ceasefire; effective monitoring of the OSCE SMM throughout the territory Ukraine; withdrawal from the territory of Ukraine of armed groups and military equipment of foreign troops; disengagement of forces and means along the entire contact line; ensuring the work of the Central Election Commission of Ukraine, Ukrainian political parties, the media and foreign observers; establishment of control over the part of the Russian-Ukrainian border, not controlled by Ukraine and implementation of other points provided for by Ukrainian and international laws and the Minsk agreements", - she noted.
