The priority issue is conduction of the local elections, but not the return control over Ukrainian-Russian border to Kiev. It was announced by French President Francois Hollande, answering questions at the plenary session of the Parliamentary Assembly of the Council of Europe, - reports Yevropeyskaya Pravda.

Hollande stressed that the implementation of the Minsk agreements, in his opinion, was the only way out of the conflict.

"Ukraine must gain control of the border only after the elections," - he said, referring to the fact that such a procedure is provided by "Minsk".

Hollande also said that it was not about the elections at all costs - it should be preceded by actions of other parties, "including militants that Russia influence."

"First of all, the cease-fire, withdrawal of weapons, disarmament, but after that – elections," - said Hollande.

Commenting on the question of whether it is possible that Donbass transforms into the "frozen conflict" zone, the French President said that that prospect was real.

"We need to implement "Minsk" fully, otherwise we will have another "frozen conflict". It won’t be the first "frozen conflict" in the world," - he added.
