The Committee on Legal Affairs and Human Rights of the Parliamentary Assembly of the Council of Europe has recognized the russian dictator Putin as illegitimate and called on the member states of the Council of Europe, observer states including the United States and other European Union countries, to cease all contacts with the russian authorities. This was stated by Ukrainian Member of Parliament, member of the Permanent Delegation of the Verkhovna Rada to PACE, Oleksiy Honcharenko, on April 15.

"Just now, the legal committee of the Parliamentary Assembly of the Council of Europe recognized putin as illegitimate. According to my amendment, the elections in russia were referred to as 'so-called', as well as unfair and unfree", - Honcharenko said.

"To acknowledge that putin is simply a dictator, absolutely illegitimate, is an important task before us. PACE is calling on the member states of the Council of Europe, observer states including the United States and other countries of the European Union, to sever all contacts with him, except for humanitarian ones", - added Honcharenko.
