According to a statement from the Ukrainian regional prosecutor's office, Leonid Pasechnik, a former officer of the Security Service of Ukraine (SBU) who betrayed his oath and became the head of the terrorist entity, is accused of participating in the organization and conduct of illegal elections in the temporarily occupied territory. He is also accused of publicly calling for these elections and voluntarily being elected to an illegal authority.

The maximum penalty for these charges is up to ten years in prison with confiscation of property, as well as a ban on holding certain positions or engaging in certain activities for up to fifteen years.

According to the investigation, from September 1 to September 10, 2023, in accordance with the "legislation" of russia and the terrorist "LNR", illegal "elections of deputies" to the "republican people's council" took place in the occupied territories of the Luhansk oblast.
