"People are freezing without heating on the temporarily occupied territories of the Luhansk oblast. Fatal cases are already being recorded in the region", - the statement said.
It is noted that the cause is a conflict between the so-called state enterprise "LuhanskGas" and the occupation administration, which allegedly does not pay for the consumed natural gas.
"Both sides are ignoring the problems of the people and essentially engaging in a struggle for influence in the region, with the support of imported russian forces", - the statement said.
Earlier, it was reported that in the "LNR", due to a lack of equipment and personnel, communal workers are unsuccessfully battling the severe weather, and residents are wearing socks over their shoes to avoid slipping.
It was also previously reported that in the occupied Sievierodonetsk, about 10% of residents have heating in the inclement weather and freezing conditions.
