The head of the self-proclaimed "Donetsk People's Republic" Alexander Zakharchenko allowed to cut off gas, electricity, water and heating in private households on the occupied territories. It is stated by the "Decree" as of March 4th due to which Zakharchenko abolished "the decision of the Cabinet of Ministers" prohibiting the disconnection of customers from utilities.

It is noteworthy that Zakharchenko neither gives its name nor its content in his "decree". It only says that "control of the execution of this decree is assigned to the Ministry of Construction and Housing and Communal Services of the Donetsk People's Republic".

Meanwhile, in "order as of 23.06.2014" on the prohibition of cutting off utilities in private households "canceled by Zakharchenko, even Russian political analyst Alexander Boroday, then calling himself "the chairman of the DPR Ministerial Council" decided to ban "organizations that provide resources to cut off individuals (private households) from utilities, including gas, electric, water and wastewater and district heating."

Now the ban is lifted and residents of the occupied part of Donetsk region may be cut off gas, electricity, water and heating "under the law".
