Prosecuting authorities opened criminal proceedings on the fact of fraud with social payments for migrants amounting to more than 20 million UAH, - reports the press service of the Prosecutor's Office in Donetsk region.

"Krasnoarmeysk local Prosecutor's Office together with the Security Service of Ukraine established that the officials of the Office of Social Protection of the Selidovs City Council illegally issued certificates of registration of forced migrants to 2024 people who, allegedly, actually lived at the Office of the Pension Fund of Ukraine in Selidovo,"- said the statement.

Then the certificates were submitted to the Pension Fund of Ukraine for the allocation of social payments without the necessary verification at the State Migration Service. More than 20 million UAH of budget funds were paid on the basis of the certificates.

Chervonoarmeysk local Prosecutor's Office made entry on this fact in the Unified Register of Pre-Trial Investigations under Part 2 of Article 364 (abuse of power or position) of the Criminal Code of Ukraine.

Pre-trial investigation is going on. In particular, a legal assessment will be given to the work of employees of the Administration of Labour and Social Protection, and the State Migration Service in the framework of the investigation.

Chairman of the Verkhovna Rada Committee on Human Rights Hryhoriy Nemyria said earlier that the law "On ensuring the rights and freedoms to forced migrants" provided that migrants could be registered at Administration of Labour and Social Protection of Population (UTSZN), Administration of the Migration Service or the actual address of residence.

"So, cases of registration of thousands of forced migrants at the same address are possible because it is permitted by law and in the situation when the government doesn’t provide either evacuation or accommodation when moving or making appropriate amendments to the legislation, it was normal and justified," – emphasized Nemyria.
