A new bill "On the peculiarities of state policy for the restoration of Ukraine's state sovereignty over the temporarily occupied territory of the Donetsk and Luhansk oblasts of Ukraine", presented for a closed discussion of experts and politicians last week, provides for the official recognition of CDDLO the occupied territories and the creation of a legal mechanism for the use of armed forces in the Donbass. The author notes that the emphasis in the document is placed on the tasks of the state aimed at the liberation of the occupied territories. The bill, in this case, consists of two components.

"The first: a set of power and diplomatic steps is to be determined at the legislative level in general terms, which should ensure the liberation of the occupied territories. The second: a legal mechanism for the use of armed forces in the Donbass is being created. According to O.Turchynov, "as soon as this law will be adopted, extending the legal boundaries and investing with powers necessary to protect the country, not limited by the law "On Combating Terrorism", ATO in its current format will be completed", – the article said.

Kravchenko notes that according to the bill, certain districts of the Donbass are proposed to recognize the occupied territories, what is important for Ukraine.

"It is important for Kyiv, since all the responsibility for what is happening there will be placed on the country-occupier.

"The bill does not specify by whom the occupation was implemented, at the same time, Russia is called the aggressor, but again, it is somewhat cloudy", – the author points out.

Moreover, the establishment of the Operational Staff which will be given the largest powers to carry out the tasks of defence and liberation of the occupied territories, all army and security structures, military civil administrations will be subordinated to it is provided instead of the ATO headquarters.

At the same time, the head of the state can make decisions on the use of the Armed Forces, as well as on the introduction of martial law for the law's operative time.

The NSDC Secretary Oleksandr Turchynov had stated earlier that it was time for Ukraine to complete the antiterrorist operation in the East of Ukraine and moved on to a new format of protection against Russian hybrid aggression. According to him, the adjusted bill "On the renewal of Ukraine's state sovereignty on the temporarily occupied territories of the Donetsk and Luhansk oblasts" will be submitted to the president.
