The Verkhovna Rada allowed to disclose bank secrecy at the request of the "central executive authority" to verify the information that citizens provide when they apply for social payments. The corresponding draft law №3628 was adopted on December 24th.

According to the conclusion of the draft Law of Ukraine "On Amendments to Certain Legislative Acts of Ukraine", amendment to the law "On Banks and Banking Activity" stipulates that "information about the legal entities and individuals, containing bank secrecy is revealed by banks to "central body of executive power".

Such information includes data about open accounts in the name of citizens, transactions and balances. In the case of charging and receiving social benefits, incentives, subsidies, intended for a family or a household, information is provided for each member of the family or household.

According to the report, "central executive body" has the right "upon written request" to request information during the budget process for the purpose of verification and validation of information provided by individuals for being charged and receiving social security benefits, benefits, grants, pensions, wages, other payments made by the state and local budgets, the Pension Fund and funds of the obligatory state social insurance.

The main scientific and expert administration of the Parliament at the same time stipulates that the proposed "written request" should be reasonable and the notion of "at the time of the budget process" requires specification.
