The OSCE Chairman-in-Office, the minister for European, integration and foreign affairs of Austria Sebastian Kurz stated that a full cease-fire should be the basis for fair and free election in individual districts of Donetsk and Luhansk oblasts. He said this in a joint briefing with the minister of foreign affairs of Ukraine Pavlo Klimkin in Mariupol in the morning of January 4, - UNIAN reports.

According to S.Kurz, a real cease-fire should be the basis for the effective work of the OSCE Special monitoring mission. "This should also be the basis for what you have already said: the holding of free and fair election", - Kurz stated.

He added that the priority is to improve and facilitate the humanitarian situation of the local population in Donbass. In particular, Kurtz stated that it is necessary to do everything to alleviate the suffering of the Donbass residents.
