This was reported in an interview with Ukrinform by Ukraine's Deputy Minister of Justice, Inna Bohatykh. She recalled that, in total, more than 40 categories are planned to be opened, allowing Ukrainians to submit claims for compensation for damages caused by russia.
"The categories are being opened gradually, but I hope that in 2025, there will be a significant breakthrough in this direction. Launching such a complex international mechanism takes time. Ensuring the technical capability to submit claims to the Register of Losses and making the necessary changes to our regulatory framework also depends on the speed of interaction between government bodies", - Bohatykh explained.
According to her, the technical capability for submitting claims to the International Register of Losses is regulated by Cabinet of Ministers of Ukraine Resolution No. 365.
"Thus, each category requires technical adjustments for claim submission, taking into account the specifics of that category. When opening a new category, coordination occurs between the Ministry of Digital Transformation, the Ministry of Justice, and the relevant specialized ministry overseeing that sector. For example, when we open the category 'Demining and Clearance of Unexploded Ordnance', we will collaborate with the Ministry of Defense and the Ministry of Internal Affairs", - Bohatykh added.
The International Register of Losses is already accepting claims in the first two categories: A2.1 "Death of a Close Family Member" and A3.1 "Damage or Destruction of Residential Real Estate". More than 14,000 claims have already been submitted under these categories.
According to the Ministry of Justice, an international agreement to establish a Claims Review Commission for Ukraine is expected to be signed by the end of 2025.
