Almost 60% of Ukrainians believe that the decisions voiced by the "DNR/LNR" leaders regarding strategic objectives in regards to Ukraine are made by the Russian leadership. This is evidenced by the data of analytical study "The factor of public opinion in shaping the policy of settlement of the Russian-Ukrainian conflict: opportunities and risks", prepared by the Razumkov Centre with the support of the Representative Office of the Hanns Seidel Foundation in Ukraine.
It is noted that 58.8% of the respondents believe that decisions in CADLO regarding strategic objectives in regards to Ukraine are made by the leadership of Russia. About 17% of the respondents believe that the Kremlin is taking into account the opinion of the "DNR/LNR" leaders. 42.1% of Ukrainians are confident that the opinion of the occupied Donbas is not interesting to the Russian leadership, and the necessary instructions are simply lowered from Moscow.
Only every fifth respondent believes that the leaders of CADLO make strategic decisions independently (8.8%), or taking into account the opinion of Russian leadership (10.6%).
