Agents of the movement recorded that russian military personnel occupied the building of a closed hospital in Skadovsk to deploy a command headquarters for a unit. The premises show active movement of servicemen, operation of communication equipment, and signs of a functioning command post.
Before the occupation, two hospitals operated in the city; however, the district medical facility ceased operations. Instead of being restored for civilian needs, the building was repurposed for military tasks. The central hospital is operating under overload.
The placement of a headquarters in a civilian medical facility contradicts the norms of international humanitarian law.
