"The absence of utility payments for a year is one of the signs of ownerless property", - the so-called "ministry of construction" said in a statement.

It notes that debt for payments for building maintenance and housing and utility services over the course of one year "provides grounds to submit information about such premises to the municipal administration for consideration by a commission on recognizing the property as abandoned".

In Luhansk alone, the "ministry of construction" reports, 690 such apartments have been identified. Information about them has been transferred to the "district administration" for subsequent transfer into "municipal ownership".

The occupation authorities refer to a law adopted by the russian state duma, which allows the confiscation of other people’s property even "if there is no information about the owner or it is impossible to identify them based on available documents".
