"The State Duma has adopted, in its third reading, a law that provides for the possibility of conscription for mandatory military service throughout the entire year — from January 1 to December 31. The corresponding bill was published on the website of the legislative activity support system", - reported russian media on October 28.
This initiative also introduces amendments to existing legislation. In particular, the date of appearance at the military enlistment office by electronic summons can no longer exceed 30 days from the moment it is posted in the register. Draft commissions will be able to decide on deferments or exemptions from conscription without the personal presence of conscripts, while enlistment offices will have the right to issue extracts from the military registration register, including in electronic format.
In addition, the bill provides for special conscription periods for certain categories of citizens. For example, for residents of rural areas engaged in fieldwork, conscription will take place from October 15 to December 31; for teachers — from May 1 to July 15; and for residents of certain regions of the Far North — from May 1 to July 15 or from November 1 to December 31. At the same time, medical examinations, professional psychological evaluations, and meetings of draft commissions will be held throughout the year.
According to the explanatory note, these changes will help balance the workload of conscription offices and improve the quality of the recruitment of citizens for military service.
