Authorities of the "DPR" are trying to pass three foreigners who entered the occupied territory of Ukraine illegally as "international observers" for conducting the so-called "nation-wide primaries". Separatist media reported about arrival of representative of Finland and two citizens of Serbia in Donetsk.

These foreigners do not officially represent either their countries or any international organizations.

They cannot be considered, by definition, "independent observers", as they had hardly appeared on the occupied territory of Ukraine and began to agitate residents of Donbass for separatism. In particular, Serbian citizen Miodrag Zarkovich, without any reason calling himself "international observer" urged "DPR residents in the primaries-2016 not to allow others to decide their fate" at the press conference in Donetsk.

"It is enough to enable other forces to dictate terms what to do and how to build your life only once, you doom yourself for misery, worse than was there during the Kosovo conflict. Your fate is in your hands," - clearly expressed the Serbian his position.

Leader of the "DPR" Alexander Zakharchenko confirms that "a nationwide public voting should precede the local elections in Donbass. According to the militants, "primaries do not contradict the Minsk Agreements as they are only preliminary and are intended to clarify the general mood and preferences of residents."

Meanwhile, the local elections under the Minsk Agreements should be carried out by the Ukrainian legislation. "To initiate a dialogue on the modalities of the local elections in accordance with the Ukrainian legislation and the Law of Ukraine "On temporary order of local government in some districts of Donetsk and Luhansk regions," - said the paragraph 4 of the Set of Measures for the implementation of the Minsk Agreements. Furthermore, the paragraph 12 of the Set of Measures stresses that "the elections will be held in compliance with the relevant standards of the OSCE, including monitoring by the OSCE ODIHR." All the documents signed in Minsk include signatures, in particular of the puppet leader of the "DPR" Alexander Zakharchenko. Such concepts as the "DPR" or "LPR" or titles of "the heads of republics are not mentioned in the Minsk documents at all.
