As leader of the "DPR", Plotnitsky offers to fill a complaint against Ukraine in the form of a petition. As previously reported, members of the UN Security Council unanimously approved a resolution proposed by Russia,which expressed support for the Minsk agreements to resolve the Ukrainian conflict on February 17th.
