According to their accounts, groups of men in plainclothes are inspecting and sealing vacant apartments in the multi-story buildings. They leave a note for the owners, stating that within a week or a month, they must personally provide a complete set of documents to prove their property rights. Otherwise, the apartment will be declared "ownerless" and confiscated.
Judging by the route of the "inspectors", it appears the buildings’ supervisors provided them the lists of apartments whose owners have left the occupied cities. The occupiers do not barge into the apartments where people currently reside; they only seal vacant ones.
