According to russian media citing the head of the defense committee in the lower house of parliament, Andrei Kartapolov, the state duma is preparing to adopt a new law that will change the rules of military registration. A unified register, electronic summons and stricter measures against draft evaders will be introduced.
According to him, the new system will require the creation of a unified registry of conscripts, which will be organized on the basis of a state information resource, making the entire military registration system transparent and the data up-to-date.
"In addition, this bill provides for changes in the notification procedure for citizens. We propose to maintain traditional methods of notification - through paper summons and employers. Notifications will also be sent by registered mail and it will be possible to duplicate these summons in electronic form. At the same time, the conscript can receive them through a personal account on the main government portal Gosuslugi or in a multifunctional center for provision of state and municipal services", - said the official.
At the same time, the medical examination and professional selection will need to be carried out after personal visit following receipt of the summon. He also added that a number of "enforcement measures" will be provided for those who evade military duties.
"If a person does not receive the summon or pretends not to receive it, he will be required to voluntarily appear at the draft board within two weeks during the next draft. If he does not do this, then he will receive a notification signed by the military commissar that a restriction on leaving the country is being introduced and a warning that other restrictive measures will follow. If he does not come again, then after 20 days, this conscript may lose the ability to drive a vehicle, register real estate, register as an individual entrepreneur, take loans and so on", - Kartapolov revealed the details.
