In the event of the restoration of legal power in the occupied Donbas, Russia wants to prohibit Ukrainians who do not have registration in CADLO from gathering for mass events of more than 100 people. This is said in the draft "road map", which the Kremlin is trying to include in the agenda of the Trilateral Contact Group through the puppet leadership of the "DNR/LNR".

The plan to return the uncontrolled territories of Donbas to the legal terrain of Ukraine, developed by the occupiers, stipulates that "holding meetings, rallies, processions and demonstrations with mass gathering (more than 100 people) of residents of other regions of Ukraine… is not allowed without the consent of the Donetsk or Luhansk district councils".

In addition, the authors of the "road map" insist that the armed forces of Ukraine can also be deployed on the de-occupied territory of certain areas of the Donetsk and Luhansk oblasts with the permission of the CADLO authorities.

As previously reported, the "road map" proposed by the representatives of CADLO cannot be considered in Minsk, since they are not members of the Trilateral Contact Group, which includes Ukraine, Russia and the OSCE.
