Moskal headed the Luhansk regional civil-military administration from March 5, 2015. From July 15, 2015 to June 11, 2019, he headed the Zakarpattia Regional State Administration. On August 25, 2014, at a closed meeting of the Batkivshchyna party, he was expelled from the party and all its governing bodies.
