Heads of all sectors in the education and the health care systems do not have the right to travel to the free Ukraine from the territory of the Donetsk oblast, occupied by Russia. This is stated in the "expanded" commentary of the "DNR" leader Alexander Zakharchenko to the scandalous "decree" on the ban on departure.

Furthermore, according to the militant, leaders of all "state and municipal" institutions and their deputies are travel banned as well.

The decree applies to heads and deputy heads of state and municipal enterprises and institutions. In the health care system, it applies to head physicians, deputy chiefs and chiefs of departments, in the education system — to rectors, pro-rectors, deans, heads of departments, directors and deputy principals of educational institutions, as well as to heads of preschool institutions", - Zakharchenko's statement said.

The head of the occupation authorities also clarified that "the ban on departure applies exclusively to managers of enterprises and organizations, officials holding high posts and public employees, who have access to state secrets. In particular, to first leaders of the Republic, ministers, their deputies, employees of ministries and administrations — except for of technical staff".

As previously reported, leader of the terrorist "DNR" Alexander Zakharchenko officially explained his "decree" on the ban on departure of state employees of the "republic" to Ukraine. By his explanation, he actually disavowed the main content of the notorious "decree."

"It is not a question of complete ban on travel to Ukraine to employees of state-financed organizations. They include schools, hospitals and libraries — hundreds of thousands of people! We understand full well that isolation will only lead to social tension", - he stated, "having forgotten that a month ago, he wrote into his "decree" that the ban on departure directly affects all employees of state-financed organizations.

Medical workers, teachers and other "state employees" were informed under signed receipt that they cannot leave the territory of occupied Donbass for trips to free from terrorists Ukraine. The "decree" caused a rush of indignation of local residents. However, the protests were limited to online networking.
