The Russian President Vladimir Putin said that Ukraine was obliged to carry out the constitutional reform under the Minsk agreements without waiting for regaining control over the boundary in Donbass. He said this in the interview with Bild, - reports 112. ua.

"The key issue is the question of apolitical nature, and in the center there is constitutional reform. It is 11th point of the Minsk agreements", - said Putin.

"At first constitutional reform, the political process, and then on the basis of the process of creating an atmosphere of trust and the completion of all processes, including the closing of borders", - said Putin.

As previously reported, the President of Ukraine Petro Poroshenko signed a decree on the establishment of the Constitutional Commission on March 3rd, 2015. Later the commission was approved, Groisman became the head. On August 31st the Rada approved amendments to the Constitution in terms of decentralization in the first reading. The Ukrainian side insists that a peaceful resolution in Donbass is possible if there is cease-fire, withdrawal of the Russian troops from the occupied territory of Donbass and restore of control over the site of the Ukrainian-Russian border through which fighters obtain military equipment and ammunition from Russia.
