Having signed "Framework Agreement of Trilateral Contact Group on disengagement of forces and means" in Minsk on September 21st, Ukraine actually recognized the "armed forces of certain districts of the Donetsk and Luhansk regions of Ukraine".

"Members of the Trilateral Contact Group consisting of representatives of Ukraine, the Russian Federation, the Organization for Security and Cooperation in Europe and representatives of individual districts of Donetsk and Lugansk regions of Ukraine have reached an understanding on the following principles, timing of disengagement of units of the Armed Forces of Ukraine and the armed forces of certain districts of the Donetsk and Luhansk regions of Ukraine," - stated it.

Meanwhile, the Minsk agreements do not provide the presence of own military units in certain districts of Donetsk and Luhansk regions of Ukraine which are now de jure illegal armed groups.

In addition, the "Framework Agreement" does not say anything about regular Russian army which under the fig leaf say that "we are not there," but it actually carries out aggression against Ukraine.

The Russian Federation is the guarantor of the normalization of the situation in the east of Ukraine in the document, as in the previous Minsk agreements but not a major participant in this conflict.
