“Only in 2025, the occupiers owed hired workers in the occupied territory of the Luhansk oblast 32 billion rubles ($408 million) in unpaid wages. This concerns only official data – without taking into account numerous non-payments to construction workers at showcase ‘reconstruction’ sites, where money is promised in envelopes and then, after a month or two, they are cheated”, - said the head of the Luhansk Oblast Military Administration Oleksii Kharchenko on January 14.
According to him, this figure also does not include the amounts of debts to public sector employees accumulated in 2014–2015. The occupiers have been promising to repay them for several years already.
