Peace for Ukraine is now closer than at any time since russia’s full-scale invasion began in early 2022, said President of Finland Alexander Stubb, reports Interfax-Ukraine citing Bloomberg.

“We are fairly close to an agreement”, - Stubb said at an event in Helsinki on Tuesday. The negotiations concern three separate documents, he said.

The first is a framework document which, “as of yesterday’s conversation” among European leaders, “is a 20-point plan”.

“The original 28-point plan contained elements of the future European security architecture that, in my view, were absolutely unacceptable”, - Stubb stated.

Over several tense weeks of negotiations, Ukraine managed to soften the 28-point peace plan proposed by the U.S., which seemed favorable to russia, as it attempted to prohibit Kyiv from joining NATO and to limit the size of its army.

A new 20-point framework document has emerged, but it remains unclear how moscow can be prevented from launching another attack in the future. Several European leaders discussed the latest peace efforts during a phone call with President Volodymyr Zelensky after his talks in London on Monday.

“We are reaching a point where the conditions of a potential agreement are becoming more acceptable. I feel fairly comfortable with the position we are in right now”, - Stubb noted.

The second document being discussed between the Trump administration, Ukrainian officials, and security bodies in Europe concerns security guarantees for Ukraine, Stubb said, distinguishing between hard security guarantees and security arrangements. The latter imply a coalition of the willing, he clarified.

The third document concerns Ukraine’s post-war reconstruction.
