"The head of state has appointed the chief of the Rubizhne City Military Administration. This is stated in the directive of the President of Ukraine Volodymyr Zelensky No.137/2025-рп of 4 December 2025", - reported the head of the Luhansk Oblast Military Administration Oleksii Kharchenko on social media on 5 December.
It is clarified that Serhii Karpechenko has been appointed as the head of the Rubizhne City Military Administration of the Sievierodonetsk district of the Luhansk oblast.
From December 2022 to May 2025, Karpechenko served as the head of the Department of Economic Development of the Sievierodonetsk City Military Administration.
From May to December 2025, he was the deputy head of the Sievierodonetsk CMA.
Serhii Karpechenko was born in Melitopol (the Zaporizhzhia oblast) on 24 November 1977. He graduated from the Yaroslav Mudryi National Law Academy of Ukraine.
His total work experience exceeds 28 years.
From 1994 to 2015, he worked in the structures of the Ministry of Internal Affairs and the State Tax Administration of the Kherson oblast.
In 2009–2010, he served as an assistant to the chairman and deputy head of the apparatus of the Hornostaivka District Court of the Kherson oblast.
From 2015 to 2020, he was the chairman of the Hornostaivka District Council of the Kherson oblast.
In 2022, he headed the sector for cooperation with law enforcement agencies of the Kherson Oblast State Administration.
