The concept of the state target programme to restore peace and develop the eastern regions of Ukraine applies only to the territory under the control of Ukraine. The Minister on the temporarily occupied territories and internally displaced persons of Ukraine Vadym Chernysh said that on the air of the Channel 5, - reports112.ua.

"This concept refers only to government-controlled territory of Ukraine. Regions 2 plus 3. Two regions that are partially regulated by the government and three that are close. These are Kharkov, Zaporozhye, Dnepropetrovsk. The part of Donetsk and Luhansk region is not taken into account because there are no Ukrainian authorities. We have another plan for humanitarian response regarding these territories," - he said.

Chernshysh explained that recovery didn’t actually mean recovery of the damaged property but restoring the normal functioning of regions. "That is, we are not talking only about that infrastructure which was damaged during fighting. We're talking also about the infrastructure that needs to be improved, so that a large number of internally displaced persons, who came to those communities, can effectively use such infrastructure equally with the local population. I mean a kindergarten, school, etc. Sometimes there are not enough kindergartens for locals and here displaced persons come and want too - they are also citizens of Ukraine - to use kindergarten or school or hospital. Something needs to be done," - he said.

As previously reported, on August 31st the Cabinet of Ministers of Ukraine approved the concept of the state target programme of rehabilitation and development of peace in the eastern regions of Ukraine. The programme of de-occupation of Donbass is designed for three years and provides for financing in the amount of $ 1.52 billion.

According to the concept, return of Donbass provides several ways: resumption of critical infrastructure, social services, resumption of the economy, resumption of giving loans to small and medium-sized businesses, creation of self-sufficient communities, return of confidence among people, psychological support to the population.

According to estimates of the authors, it would require $ 1.5 billion: infrastructure and social services - $ 1.2 billion, economic recovery - $ 135.5 million, restoration of peace and trust - $ 126 million. The source of funding is international financial institutions.
