The Convention provided for free access for Western observers to visit police departments, psychiatric hospitals, pre-trial detention centers, prisons, and colonies in russia for inspections. With the start of the full-scale war against Ukraine, russia renounced its obligations, ceased to be a party to the European Convention on Human Rights, and withdrew from the jurisdiction of the ECHR.
