This was stated by foreign minister Sergey Lavrov during an international security meeting in moscow. According to him, the russian delegation insisted on these points of its ultimatum during the negotiations in Istanbul and will continue to demand them at the next meeting.
According to the head of the foreign affairs ministry, the rights of russian-speaking residents in Ukraine are allegedly “being destroyed”—their native language, traditions, culture, religion, and history.
In addition, Lavrov stated that in any agreement on the cessation of hostilities, russia will insist on Ukraine’s non-aligned status.
