This was reported by the head of the Luhansk Oblast Military Administration, Oleksii Kharchenko, on his Telegram channel.

According to him, the city's civilians have grown accustomed to the absence of mobile connection and the limited capabilities of landline phones. Attempts to find rare spots with mobile coverage were blocked by russian security forces.

“After most of the places where mobile coverage could still be found came under the control of the occupiers, locals began looking for other ways to communicate. The first radios appeared in the hands of civilians back in mid-2023. Since then, this practice has only spread”, - Kharchenko notes.
