The kremlin has acknowledged that the "special military operation" has resulted in a significant number of internally displaced persons in russia, requiring additional funding for their accommodation. A government decree has allocated a special tranche of 125 billion rubles to regions hosting these "refugees".
The decree specifies that funds are to be allocated to regional budgets "receiving russian citizens, foreigners, and stateless persons from Ukraine and russian regions with maximum and medium response levels, who were forced to leave their homes".
The total appropriation exceeds 1.25 billion rubles, sourced from the government's reserve fund.
For context, the medium response level is in place in the occupied Crimea, Sevastopol, and the Krasnodar krai, as well as the Belgorod, Bryansk, Voronezh, Kursk, and Rostov oblasts. The maximum response level has been introduced by the occupying authorities in the annexed territories of the Donetsk, Luhansk, Zaporizhzhia, and Kherson oblasts of Ukraine.
