In fact, labor duty for civilian population was introduced by the occupation authorities of the "LNR". This is stated in the "resolution" of the so-called "Council of Ministers of the republic", adopted on March 12.
It is noted that the procedure for attracting civilians to perform works "for the needs of defense, liquidation of consequences of the use of weapons by the enemy, restoration of damaged (destroyed) economic facilities and life support systems" was developed in accordance with the "martial law" of the pseudo-state.
It is envisaged that "able-bodied citizens of full age are being involved in the performance of works for the needs of defense" at the age of 18 to 60 years for men and up to 55 years for women. An exception is being made for those who can replenish the ranks of the "LNR" illegal armed formations with arms in their hands, single mothers, pregnant women and disabled people.
Civilians, - the appendix to the "resolution" said, - are being brought to compulsory labor "for defense needs" by the military authorities of the "people's militia" (illegal armed formations of the "LPR" – OstroV) and executive organs of the occupation authorities.
After publication of the corresponding "decree" by the ringleader of the "republic", the authorized bodies issue orders "that are being taken to the citizens".
The given orders indicate the place and time of gathering citizens involved in works "for the needs of defense".
According to the instructions of the militants, civilians "are obliged to arrive at the indicated place by the appointed time and comply with the requirements of the authorized bodies when performing workі for the needs of defense".
Occupation authorities of the "LNR" promise to feed the attracted population free of charge and pay compensation "in the amount established by the "Ministry of Labor and Social Policy" for the performance of these works.
