Such a conclusion can be drawn from his statements on the International Commission of Experts on the investigation of the crash of the Malaysian passenger airliner in the summer of 2014.
"The Ukrainian authorities are responsible for the crash of the Malaysian Boeing in July 2014 because it did not prevent civil aircraft flights over the conflict zone," - said the head of the "DPR".
He didn’t mention any other accusations against Ukraine.
Zakharchenko repeated allegations of Russian politicians that the Russian Federation did not recognize its guilt, but he did not express his own version who, after all, had fired missiles at the passenger Boeing.
