In 2025, the aggressor country killed 2,514 people and wounded more than 12 thousand. Since the beginning of the full-scale invasion, more than 15 thousand civilians have been killed. This was reported by the Ukrainian Parliament Commissioner for Human Rights Dmytro Lubinets during the presentation of the 2025 report in the Verkhovna Rada.

According to him, Article 3 of the Constitution of Ukraine defines a person, their life and health, honor, dignity, inviolability, and security as the highest social value. It is through the prism of human rights that it is determined whether a state is democratic.

“The biggest violator of human and civil rights in Ukraine is the russian federation”, - he stated.

Lubinets reported that during 2025, 19,033 air raid alerts sounded in Ukraine, while 2,500 missiles of various types and 100 thousand drones were launched at the country’s territory.

The Ombudsman emphasized that 2025 became the deadliest year since the beginning of the full-scale aggression by russia.

“During last year, 2,514 civilian citizens of Ukraine were killed... 12,142 civilians were wounded”, - he noted.

Lubinets also reported that since the beginning of the full-scale war, russia has killed 15,172 civilians in Ukraine, including 686 children.

“And these are only the data from the territory controlled by the Ukrainian government. How many civilians have actually died in the temporarily occupied territories of Ukraine is unknown, since the russian federation does not disclose these figures”, - the Ombudsman added.
