“Russian authorities will finance the restoration of Avdiivka, Kurakhove, Selydove, Ukrainsk, and other cities of the DNR”, - the so-called “prime minister” Andrei Chertkov told local journalists after a meeting with the leadership of the Unified Institute for Spatial Planning.
According to him, the decision on financing has been made. However, the “prime minister” clarified that the timing and amounts of funds allocated by the kremlin are still unknown.
Chertkov reported that there are not even preliminary plans yet: the required number of housing units, schools, hospitals, and industrial enterprises has not been determined. Allegedly, all of this for the occupied Donbas will be handled by the Unified Institute for Spatial Planning. “Only after that will we be able to understand what figures are needed for the restoration of these cities”, - the “prime minister” admitted, indicating that the restoration decision at this moment is nothing more than a declaration of intent.
As previously reported, earlier the head of russia’s Ministry of Construction, Irek Faizullin, stated that it had been decided not to restore Popasna. “Because it was a city of one hundred thousand people, nothing remains there, we are not doing anything there for now, seven people live there, they do not want to leave their individual housing: there is no water, no light, no electricity, no heating, and no gas either, but people want to stay”, - he explained the consequences of the “liberated” city in September 2023.
