European Commission President Ursula von der Leyen announced the creation of a European flagship fund for Ukraine’s recovery during the URC conference in Italy on July 10. Ursula von der Leyen made the announcement during her speech at the conference, reports Suspilne.

“It will boost investments in energy, transport, critical raw materials, and dual-use sectors. We are literally betting on Ukraine’s future by using public funds to attract large-scale investments”, - said the President of the European Commission.

Ursula von der Leyen stated that this would be the world’s largest equity fund, aimed at promoting investments in key areas: energy, transport, critical raw materials, and dual-use industries.

The fund is being established by the European Union in cooperation with Italy, Germany, France, Poland, and with the participation of the European Investment Bank.

The Ukraine Recovery Conference (URC) is taking place in Rome on July 10–11. This is the fourth high-level international meeting dedicated to supporting post-war recovery and reforms in Ukraine. Previous conferences were held in Lugano, London, and Berlin.

URC 2025 is being organized by the governments of Ukraine and Italy, with the participation of the European Commission, international financial institutions, business representatives, civil society, and local authorities.

The main goal of the conference is to mobilize political, financial, and technical support for Ukraine, particularly by attracting private capital, supporting human potential, rebuilding communities and regions, and promoting reforms toward European integration.
